[matplotlib-devel] ANN: matplotlib-1.3.0rc1

I'm pleased to announce the tagging of matplotlib-1.3.0rc1.

Once the binaries from Christoph and Russell have been uploaded, I'll 
make a broader announcement to get some testing of this in advance of 
the final release.
