You could use Python string formatting, like so:

ax.annotate('Time = %s' % Time, size=18, xy=(3, 1),  xycoords='data',
             xytext=(0.8, 0.95), textcoords='axes fraction',
             horizontalalignment='right', verticalalignment='top',
             )
