#3 octave-windows needs info reader

The windows install of octave (octave-windows-
2000oct25d.exe)lacks the capability to read the info
files that are included with the octave package.

I have successfully added this capablity by
downloading the following file,

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/
porters/Khan_Mumit/ports/info-2.18-cygb20.exe.gz

gunzippng it and adding it to gnu\octave\bin. It
needs to be renamed info.exe so that octave can find
it.

The info files as shipped in the octave package are
also not read properly by this info reader. The
various octave info files octave.info-1, octave.info-
2 ... etc. need to be concatenated into one large
octave.info file so that they are accessible by the
info reader.

With these changes the windows port of octave
(including the help -i features of octave) works very
well for me on Windows 98.
