I'm trying mathcast for the first time, but if I select size 1.7 for example, nothing append, the apparent size stay 1....if I select 2.0 or 3.0, no problem I obtain large characters. but all the others size doesn't works. Can we say that's a bug or is it my false?

This feature definitely should work. It is something that was tested many times. I'm not sure what to tell you... Perhaps a file was changed somehow, maybe you can try extracting mathcast again.
I can confirm that issue. I use latest release of windows 7, and Mathcast (great program) running in compatibility mode. Size not change for interval 1 to 2. When i set to 2, size become suddenly larger. Anyway, i can't set size from interface, i edit that in xml file. No problem when running in Windows XP. So probably it's something about Vista and Windows 7. If can u find an tricky solution, will be great, because need to make some changes in my equations, and now need to reinstall Windows XP.
I found where it's the problem. I use regional settings from my country (Romania) where decimal symbol it's comma not like in english where it's the point. So application ignore decimal value. This is why don't have any change for decimal variations. U need to insert some routine to check that.
