So, I was looking through the Gaussian source, and I noticed that it appears to ship with ATLAS binaries but without the license or attribution.
The Gaussian 09-D01 (released in 2012 I think?) and C01 (not sure about release date for that one) tar files both contain the following libs, and corresponding libf77blas files:

grep-ing the source for various terms from the license didn't turn up anything, nor did searching the site, and while I don't have copies of my institution's versions of the Gaussian license, searching for copies that others have put online doesn't show anything about it in there, either. (I don't have a paper copy of the manual, either.)
I'm not sure how much you worry about this sort of thing, but I figured you might want to know. I'm happy to provide further information if wanted.
