mat-announce — Announcements of new versions &c (low traffic)

		      MAT LinuxPLC goes multilingual!

There is now a German counterpart to the mat-devel development list. This
should enable a wider participation by German-speaking people in the
project.

To avoid the project splitting, there is a translating gateway between the
two lists. Any enquiries with translation or the gateway should be directed
to ji...@ba...
