PPP and SLIP Link layers are currently sending
+++ATH commands.

Add a SLIP and PPP scripting command to skip
hanging up the modem and make the link layer act
as if it was null modem.

SLIP Link Layer does not send +++ATH.

New command HANGUP ON/OFF added to Scripted PPP Link
Layer 1.3d4 and later.

However, both SLIP and PPPx monitor the incoming stream for
NO CARRIER. Upon receipt, the serial port is shutdown.

More testing is required to see if NO CARRIER appearing in a
text packet will trigger this or not. If it doesnt, no action
need be taken.
