The configuration data for link layer modules is stored in the resource fork of a single configuration file inside the TCPIP folder.
While Marinetti starts and shuts down the Resource Manager as required, this could cause excessive CPU overhead as well as data corruption due to some bugs still in the Resource Manager.
The Marinetti 3.0 tech update document describes a new link layer call for the link layer to provide a filename to Marinetti.
The plan is that Marinetti will use the filename to store the configuration data on behalf of the link layer.
This functionality has not been fully implemented in Marinetti 3.0.
The link layers that shipped with Marinetti 3.0 already implement the new link layer call.
However, code needs to be added to the Init (to get the filename and read from it) and to the CDEV (to get the filename and read/store config from/to it).

Because this was work started for 3.0 and is incomplete, I have raised the priority to remind me that it should be done.
