FieldAttribute: Bugfix: drawn layers that are not saved getting removed from display

FieldAttribute: Bugfix: Error prevents saving (only) the 'fields' table of an edited field

Fixes a bug in the EnableCheck. Toolbox was only activated if a field layer was loaded before. So it was impossible create single fields in an empty field layer.
Now it checks if one layer is loaded at least.
