Commit [r764]  Maximize  Restore  History

Changed the behavior of the landscape elements editing toolbox. The digitizing tool isn't activated by default anymore. This effects the 'AddLandscapeComponentPlugin' too. The Toolbox opens at another Location. All Manuela toolboxes opened at same Location before.

Some no longer used or actually not used tools were commentd out.
