#545 Windows support is broken

A number of test cases are broken under windows. There
are issues with the database setup script for test
cases. There are also problems due to our use of the
GNU extension of %s in the strftime and strptime methods.

This is mainly just issues in the test suite as porting
to win32 hasn't been worked on for a while. Raising as
a bug in order to tag changes in svn though.
