GPG Keyfetching support in CVS

Hi all,

the subject says it. Please check it out and test it extensively so that
we can fix bugs and include it in the next release.

If you use gpg as backend (mc-fetch-key) uses the gpg --recv-key method
to fetch keys. This means that you can only fetch keys by id.

You can now also set (mc-gpg-always-fetch) to t in order to retrieve
keys automatically.

For those folks who wants to fetch keys with the finger protocol I
ported the corresponding pgp function to the interactive function
(mc-gpg-fetch-from-finger).
