The pgp key-fetching methods either use finger or do an HTTP fetch from a
keyserver (which lets you search for arbitrary strings, just like their web
interfaces provide). I think it then just imports every key that is returned.
(it was written in an era of fewer keys).

I don't if HKP lets you search on strings, but if it does allow email-address
searches then maybe it'd be ok to just import all the matches.
