There are so many different IRC clients and different distros come with different clients. For example, none of the RedHat installations I have access to have the 'irssi' you mentioned below. Personally I use XChat, Gaim and Mozilla for IRC in graphical mode and sirc for IRC in textmode. I think the best thing to do is to give people the particulars Alex mentions below and let them figure out how to use whatever particular IRC client they have access to for themselves. Most are well-documented with their own help or help available on the internet. If you *really* want to make it easy for people to be on IRC, somebody could set up a WebIRC server and then just link to it. CGI-IRC (http://cgiirc.sourceforge.net/) is a good example of such a tool.
