** JIT Debugging **
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.
For example:

</configuration>
When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Help/Help only opens the web site http://sites.google.com/site/madapplauncher/
I think the problem is that there is no default http protocol handler. Can you tell me what OS and web browser you are using?
To confirm if the above is the problem, try the following:
For XP:
==> It should open the link in your default web browser.
For Vista/Win7:
==> It should open the link in your default web browser.
