I get the same Forbidden Message after the first login

The problem does appear even i dont change the default
password of the admin user. On first login i get the 2
auth cookies of lylina correctly and can login. After
the first fetch i got logged out. A new login seems to
work as i see the preference link, but what ever i do i
get directly logged out again or on the edit.php the
forbidden message. The cookies are not set. In the log
file i get the same warnings as bug 1548435.
When i delete the cookies in the browser and try a new
login the auth cookies never get set. Seems like
somehow the http headers are already sent before
setting the auth cookies.
