Initial Comment:
genxref currently fails in the following situations sometimes with pretty unhelpful error msgs:
* The directory for tmpdir in lxr.conf doesn't exist
* The directory for glimpsedir in lxr.conf doesn't exist and glimpse is being used
* The directory for swishdir in lxr.conf doesn't exist and swish is being used

This makes installing lxr more painful than it needs to be.
