Summary: LXR CGI Scripts Fail on Windows

Initial Comment:
The problem is because the CGI scripts (source, diff, search, ...) all hard code the path to perl as the default on linux. Hence Apache can't find it on Windows machines which use C:\Perl.

Also changing this will make the scripts more flexible as they should work with non-default installs of Perl on Linux.
