Summary: ctags options are wrong

Initial Comment:
Genxref currently hard codes the --lang-options to
ectags.  This results in confusing output that the rest
of Generic.pm is not able to handle.

The fix is to make the parameters to ectags language
dependent - ie extend the generic.conf structures.
