#19 Incorrect encoding for Subject in maillist messages

If subject line of user comment is set and contains
Latvian (or any other non-ASCII) characters, they are
incorrectly encoded in subject line of mailling list
messages:

Subject: [Locale]
=?iso-8859-1?q?*komentaars*_preview_-_preview_-_nek=C4?=
=?iso-8859-1?q?=81das_pirmsdrukas!?=

I guess, encoging should be utf-8 here.

Actually, it's mailman's fault, it sets mail's subject
encoding to iso-8859-1.
In case it is set to utf8, ir just doesn't process the message.
