Firstly, I am unable to reproduce this. 2.8.0.rc17 works fine on my Windows 2000 and Windows XP installations, and with one of your own .gen files.
Secondly, I'd like to ask for clarification: When you say "The Hebrew is displayed from left to right", do you mean:
1) Each individual word is displayed left-to-right, but the flow of the text is from right-to-left, or
2) Each individual word is displayed right-to-left (as it should), but the flow of the text is from left-to-right, or
3) Each individual word is displayed left-to-right, AND the flow of the text is from left-to-right.
Thirdly, are you sure you have enabled Uniscribe right-to-left display on this particular Windows machine?
You can follow the procedure mentioned here:

to enable Uniscribe right-to-left display.
I have had to enable right-to-left support in Uniscribe on each machine (Windows XP or Windows 2000) on which I wished LTC to display right-to-left data, before it would do so correctly.

I just installed a new hard disk in my desktop machine, and reinstalled XP from scratch. After adding right-to-left support, (one needs a Windows install disk unless all the *.cab files are stored in c:\i386) and rebooting, LTC Hebrew works as advertised.
Do you think this is worth putting in the User Guide in a troubleshooting section or install section?
