Certainly right now the scons build is the authorative one. The CMake
build is there for testing and experimentation because Hal expressed an
interest so I chucked one together and fixed it up to build on
Linux/Mac/Windows. The CMake build is better for work on Windows. Beyond
that, it's very much just in testing.
