You've ventured into the land of weird phone/carrier issues and configurations. I have absolutely no clue either way. All I can do in LogicMail itself, is let you select "WiFi only" as a networking option. When this option is set, and you try to connect, I add a "do this over WiFi" flag to the connection parameters. P.S. If you've enabled everything I mentioned, you should also see log lines that contain the actual connection string the app is using when talking to the device's network API.
