No, a MSVC6 vs automake disconnect: the win32 developers sometimes
forget to add new files to EXTRA_DIST in Makefile.am and I won't notice
because 'make distcheck' doesn't complain. Thanks for reporting it.
I've added the necessary Makefiles to build a complete tarball. In the
meanwhile you can get the missing files by checking out from CVS.

I had planned to have more documentation in 0.3.2, but I don't want to
hold up the 0.3.2 release any longer.
