#7 note about pkg-config requirement

A note in one of the BUILDING.txt files about needing pkg-config
would be helpful, since this fails silently and instead gives error
messages about missing symbols for "sd_journal_print_with_location" (The
Makefile works well though as soon as pkg-config is installed)
