#5 please update README for tdouble

Can you please updates the READEM for the newest schema/build instructions?

In SOLR-773 you said:

1) schema.xml has to be updated
lat / long fields and dynamic field _localTier* has to be updated to type="tdouble"

But the README in trunk seems to be still for the old version. Also, the changelog seems to suggest that the declaration of the handlers in solrconfig.xml may have changed as well?
