#6 Collaborative Data Entry

We need a system that lets users collaboratively
maintain the database of newspapers.

This will have two parts:

The first part is additions to the main letter to the
editor page that allow users to request that a
particular paper be deleted and request that a
particular paper be added.

The second part is a spreadsheet/wiki screen that lets
users enter new papers or mark them for deletion.

Either we will need a moderator to approve changes OR a
voting system that keeps track of votes for a
particular paper.

All of this means we need a new database schema.
