Loc4J now re-releases version 1.0.2 of Intl4J after its migration.
The old packages and code remain from Intl4J, but all new development will be Loc4J.
Only minor changes have occurred in this release. More will follow in the near future for the 1.0.3 version.
Binary and source packages are available for download. The base and test library jar files are combined together in the binary packages, along with the external libraries and documentation.... read more
Please take note that Intl4J has now changed its name to Loc4J.
Package naming, code, and other files are not in sync with the new name change yet. New packages will be released this week and other needed changes will take place in the weeks ahead.

Loc4J management
Please note that Intl4J project will be changing its name. It has been realized that the applicable scope of the project is as a localization library. So a name change to reflect this is upcoming. It is still not completely decided, but two possible names for the project are Loc4J or L10N4J.
The project title and description have already been altered to take into account the localization scope.
Also note, the packages on the project have yet to be renamed and code or other files in the library may still indicate 'Int4J' or other aspects related to the old name in places for a while.

Intl4J source code packages are available in 4 formats: tar.gz, tar.bz2, zip, and 7z (7-Zip).
7-Zip has the highest compression ratio. Users can get Windows 7-Zip applications from http://sevenzip/sf.net and Linux/Unix ones from http://p7zip.sourceforge.net/
