#15 patch for INSTALL to deal with expat problem

I am tired to answer questions in the forums about
expat, and noticed that INSTALL doesn't tell about
development packages of expat. Please apply, then we'll
be able to answer "read INSTALL file"...

    There are still no word about expat development packages in
    INSTALL file in cvs.

    libexpat-dev is NOT REQUIRED...

    libexpat IS REQUIRED

    It is said in INSTALL that libexpat is REQUIRED.
    <quote>

    Well, for linking you need libexpat.so, libexpat.so.x.x is
    not enough.

    $ rpm -qf /usr/lib/libexpat.so.0
    expat-1.95.4-1

    $ rpm -qf /usr/lib/libexpat.so
    expat-devel-1.95.4-1
