I host a server and some participants complain about static noise coming to their headsets. Let me know anything they can do to get rid of static noise.

1) They might be having too much Overall Delay, causing static.

Since I am not a tech person, would you expand on “other buffering or audio quality”. It seems I am the source of the noise. Does “audio quality” mean I should use a sound card to improve the quality or eliminate noise? As for buffering I set (on the setting panel) buffer delay 256. Should I do anything on Jitter Buffer?

open the "Settings" window. On the left at the bottom you will see all the buffering options. Try them all with and without "Enable Small Network Buffers" set. The Jitter Buffer in the middle of the window you can leave Auto, although sometimes turning "Auto" off and setting the sliders somewhat higher can improve things. On the right of the Settings window are "Audio Channels" and "Audio Quality". Try setting the Audio Channels to "Mono" and Audio Quality to "Low" and see if that makes a difference.
Try all the combinations, you can't break anything.
If you are able to find a combination that works OK for you you are in luck.
In any case using an external audio box will give you better sound quality and lower delay than when using your computers internal hardware.
