I have two similar situations where audio is neither being received nor sent. In both cases the attached input device (mic and guitar) is making the green INPUT lights move properly indicating audio being received from the attached interface but not being sent out. And no audio is heard in the headphones.
This occurs on two different setups. A guy with two laptops has it all working on one but not the other so most things are common including the network and audio interface. On the more modern Win10 laptop he can connect and can see an audio signal (mic in left channel and bass in the right) but nothing is heard either end. The firewall appears open, the interface uses the ASIO4ALL driver and this is set to the device and gives turquoise arrows.
The other guy uses an old iMac and has had to install an older Jamulus so we initially believed this was the issue. However, the symptoms are the same, Input lights flash but no audio received.
Any clues?

You have to use the newest version of the Jamulus client. Older versions are no longer compatible to the server. The behavior you described is exactly what happens if the Jamulus client version is too old for the server.

The problem is now fixed on the Windows 10 machine. Audio is now being sent and can be heard. The audio drivers were not set properly to 48000 hz and 16 bit.
Visit "Control Panel" (from search icon on taskbar). Select "Sound". RIght click the correct playback device (perhaps your audio interface) and select "Properties". On the "Advanced" tab change the "Default Format" to "16 bit, 48000 Hz (DVD Quality)" or similar. Click OK. Then, on the "Recording" tab, click the correct recording device (perhaps your audio interface) and change the default format as above.
