This is a tools package which includes sctp library, headers and some test programs. The SCTP kernel source is included in the mainline linux kernel which you can download from http://www.kernel.org. The tools package should work fine with linux kernel 2.6.0-test7 or later. The latest release of linux kernel is 2.6.0-test8.
