Instead of resizing, place a blank frame around the image and set frame_width, frame_height.
When decoding, remove frame, but allow option to show this when playing / encoding / mixing.
Allow subtitles in letterbox area.
Note: some encoders may allow this through apsect ratio or frame offsets. Need a capability for this.
