#14 mp2 encoding 16kHz PCM passes wrong parameter

When encoding a file with 16kHz audio using mp2, the
audio is first converted to 32kHz. However, mp2enc is
called with -r 16000 instead of -r 32000 resulting in
an error.

What encoder are you using? That is to say, when you select
Tools -> Preferences -> Encoding -> Encoder?
