It was never intended as a tool for analyzing and generating arbitrary IR signals. It records the signal it its own, essentially undocumented (although open source) format. If you are looking for tools for analyzing/generating/converting general IR signals, let me suggest that you have a look at IrScrutinizer instead. (http://www.harctoolbox.org/IrScrutinizer.html) -- also free software. (I suspect a lot of people on this list disagree -- so speak out! Yes, I know how to send raw signals etc, and how to "look at" mode2.) The WinLirc project tried to document the semantics of the configuration files -- and got it at least partially wrong. Also, there are some comment in the code, please look at the very latest git-code and process it with doxygen. In particular lirc.h and ir_remote_types.h are interesting.
