Accessing IR device by something more consistent then /dev/input/event*

I have a IR Remote that is part of a Hauppauge HVR-1270 Tuner card
(PCIe) in my HTPC but if I ever happen to have a USB input device
inserted at boot time (not normal but for debugging) it gets scanned
first for some stupid reason that makes no sense since I feel internal
PCI cards should be scanned first instead of removable devices. But
anyway this causes the event number of my IR device to change and I
can no longer use the remote for that boot since Lirc's config is
specific to a certain event number.


Since it is PCIe it doesn't have anything like a /dev/input/by-id/* or
anything of the like, that a USB device would have.
