Thanks for the replies.  I am learning some things but still trying to figure
out how to do what I need...

The STB that needs channel changing is near the front end and I have the
video output run to several other locations already so I don't really want
to move it.  I want to have the backend script use the IR blaster on the
front end.  I know that many have the STB near the backend but that isn't my
situation.

Am I back to setting up lircd as Jerod said?

Either way, I am curious about how to issue commands on one box for LIRC to
handle on another box.
