I think I've got some better data coming in now. I copied one button press
worth below. I dropped the divider on the PIC and sampled at 32.768Khz then
just divided by 2 in the driver.

irrecord will map buttons if I give it the RC-6.conf file to start from. If
I create my own, it says it can't find a toggle bit. It doesn't seem to try
very hard though, it fails right when I push the button the first time. I
would think I'd need to push it at least twice for a toggle to switch. I'm
wondering if it's catching a repeat. I also tried with an RC-5 remote. It
doesn't give me the error about the toggle bits, but it doesn't seem to find
them either.
