Do you have the IR hardware working in Windows? Are there any downloadable Windows drivers for it? If you go to the Windows device manager and find out which resources (I/O ranges and IRQ's) are claimed by the driver, it could give us some clues too. You could also disassemble your BIOS' ACPI DSDT table and see whether any WEC1020 or WEC1021 device is declared there.
