Patch: Update lirc.hwdb for command ir changes

Hi,

It would appear that as of the snapshot release earlier this month, lirc.hwdb
hasn't been updated for command IR items.  I'm attaching a patch that we are
using inside Ubuntu to resolve this.

Note: its in dpatch format, but dpatches can still be applied with the standard
'patch' utility.
