blaster troubleshooting

I'm using a home-brew blaster bought from http://www.irblaster.info/
I'm using lirc 0.8.1
./configure --with-port=0x3f8 --with-irq=4 --with-transmitter
--enable-sandboxed --with-driver
make
make install
reboot
setserial /dev/ttyS0 uart none
depmod -a
modprobe lirc_serial

##lircd.conf includes:
name cox.conf

irsend SEND_ONCE cox.conf 1

This apparently doesn't do anything, I've viewed the LED through a digital
camera and can't see any lights.

An IR receiver + irw works with this configuration on the same COM port so
it's not that...

I'm out of ideas, anyone have any others?
