Is your motorola dct2000 a scientific atlanta box? My cable box (external tuner) is the Scientific Atlanta Explorer 1850 (http://www.sciatl.com/products/consumers/Exp1850.htm). I have tried both the Actisys-200L(http://www.mytvstore.com/product_id_003.html) using the remote_sir module and your IR Blaster (http://www.irblaster.info/) using the remote_serial module to no avail.
