Help about the compnents

Hi..
I'm from Brazil and I'm having some troubles about some components...
the prior doubt is about the voltage of the Capacitor.
Then I came to the atenders they sad that I need to know what voltage it 
should be..
any idea? 

other thing, in main page, I found that it's not necessary to use the 
capacitor, but recomended... why? what may occur if I don't use it?? 

I'm sure there must be an answer for this simple questions in the archives, 
but don't know why, i'm not able to see it. I recive an error message from 
SourceForge
