I see (with repquota) that four users have exceeded their soft quota limit, but I run warnquota once a week and only two of them are receiving the e-mail message about it. Could it be a bug?
It could. But it could also be a proper behaviour :). Aren't those two users also reaching the hardlimit or their grace period has run out? In that case the mail is not sent (if mail is delivered to the filesystem where user exceeds the quota) as it would not be delivered anyway.
