I just want to give a feedback on this discussion, since I now have a ONESTEP_SYNC capable network card from microchip: EVB-7430 [1] I am using an Ubuntu 18.04.2 with an 4.19.26-041926-generic kernel (the stock 4.18 won't work since the drivers are too old) and the stock ptp4l v1.8. Everything seems to work with one-step-sync enabled!
