Ah, I didn't know that there was some slack built into the standard
for when the flags have to be updated at midnight. I thought you would
have to do it exactly at midnight. But I see now that you get +/-2
Announce intervals to update the grandmaster state.

So you're right - it's pretty easy. But I stand by my statement that
it's not particularly elegant!
