I don't have access to Fedora, but if this is still a problem for you I would invite you to try the same thing using fonts from the Libertinus fonts fork. If it is still an issue there I'll be glad to look into it and fix it if it is an issue with the font. Note that Libertinus Sans is a direct derivative of Linux Biolinum O with many issues fixed.

The problem only seems to appear with poppler, so the character is viewable in e.g. webkit or Adobe PDF viewers.

The issue is also resolved in more recent versions of FreeType.
