Hmmm? Are you sure? This is the text in v4l1-compat.c:

 *      Video for Linux Two
 *      Backward Compatibility Layer
 *
 *      Support subroutines for providing V4L2 drivers with backward
 *      compatibility with applications using the old API.
 *

I read this as support for *new* drivers and *old* applications, not the
other way around. But then again, I'm no expert...
