#162 iscsid can be a bit more intelligent

When iscsid is started it discovers targets and tries
establishing sessions to each discovered target.
In case iscsid is killed and restarted it can go through
syfs and figure out if sessions are already established. If
yes, it can pick isids and allocate isids if new sessions
need to be established.
