Just apt-get install lha
The packages search seems to come up with x86 all the time, but if you 
copy the link and remove the package name, you'll come to a list like this:
http://ftp.de.debian.org/debian/pool/non-free/l/lha/

Yes, there's ppc versions there. My AmigaOne is currently doing fsck 
here, so you'll have to test it yourself ;-)
